The US-India Defense Cooperation Bill was introduced against China

US Senator Marco Rubio announced on July 25 that he has introduced the US-India Defense Cooperation Act, which will expand bilateral cooperation between the US and India against an increasingly aggressive China.
According to Voice of America, Rubio said in a statement: "The US-India partnership is critical to combating influence from China. In order to strengthen this cooperative relationship, we must strengthen our strategic diplomatic, economic, and military relations with New Delhi.
The specific content of this bill includes the following:
1. Draft a policy statement that supports the United States' response to threats to India's territorial integrity, provides India with the security assistance it needs to deter adversaries, and cooperates with India in areas such as defense, civilian space, technology, medicine, and economic investment.
2. Limited exemption from sanctions under the Act against US Enemies of the military equipment currently purchased by the Indian military from Russia.
3. Advise Congress that it is in the interests of the United States to expedite the approval of the sale of defense goods, defense services, design and engineering services, and critical defense equipment to India, and that it is in the interests of peace and stability for India to have the capabilities necessary to deter threats.
4. Put India in the same position as Japan, South Korea, and NATO allies in terms of technology delivery.
5. Empowering the Ministry of External Affairs to draw up a memorandum of understanding to strengthen military cooperation with India.
6. Fast delivery of "additional defense equipment" to India within two years...etc.
It is reported that according to the general legislative procedure of the United States, the introduction of a bill by a member of parliament is only the first step. A bill must go through the relevant committee, pass the same text version in the Senate, and then be submitted to the President for his signature.
