Although China is seeking to lift EU sanctions on Chinese officials for human rights violations in East Turkistan, the EU has announced that it has no plans to reverse this decision.
On March 22, 2021, the EU imposed sanctions on several Chinese officials and the Public Security Department of the Production and Construction Division involved in the widespread detention and repression of Uyghurs in internment camps. The sanctions list included Chen Mingguo, vice chairman of the so-called "Uyghur Autonomous Region Government" and then-Minister of Public Security; Wang Mingshan, member of the so-called "Party Standing Committee of the Uyghur Autonomous Region" and secretary of the Policy and Legal Commission; Wang Junjing, secretary of the Party Committee of the Production and Construction Division; and Zhu Hailun, former deputy secretary and assistant director of the so-called "Standing Committee of the People's Congress of the Uyghur Autonomous Region." At the time, China announced sanctions on ten individuals, including members of the European Parliament and researchers, as well as four organizations, in retaliation for the EU decision.
According to a report last week in the South China Morning Post, talks between China and the European Union regarding the lifting of sanctions on the MEPs are in their final stages, and an announcement could be made within the next few weeks.
A spokesperson for the EU's foreign policy and sanctions oversight body stated that no improvement has been observed in the situation in East Turkistan. Therefore, even if China lifts the sanctions on the MEPs, the EU has no plan to lift the sanctions on Chinese officials and will maintain the original decision.
Relations between China and the EU have deteriorated steadily in recent years, and the Trump administration's decision to impose high tariffs has had a significant impact on China. As a result, China has begun moving to restore the long-damaged China-Europe Comprehensive Investment Agreement (CECA). However, China's lifting of sanctions on MEPs and European organizations has become an important condition for the agreement's restoration.
