The Canadian Department of Foreign Affairs announced on December 10, 2024 that Canada will impose sanctions on eight Chinese officials, effective immediately, for human rights violations committed against Uyghurs and Tibetans. The sanctions, imposed under the Special Economic Measures (People's Republic of China) Regulation, cover former or current high-level officials involved in human rights violations committed in East Turkestan and Tibet.

The names added to the regulation schedule are: The list of 8 high-ranking Chinese officials includes: Former Party Secretary of the so-called “Xinjiang Uyghur Autonomous Region” in East Turkistan, Chen Quanguo, Chairman of the so-called “Xinjiang Uyghur Autonomous Region” People’s Government and Vice Chairman of the Party Committee, Erkin Tuniyaz, Vice Chairman of the Standing Committee of the National People’s Congress of China and Former Chairman of the so-called “Xinjiang Uyghur Autonomous Region” People’s Government, Sohret Zakir, Vice Chairman of the so-called “Xinjiang Uyghur Autonomous Region” People’s Political Consultative Conference, Peng Jiarui, Former Party Secretary of the Tibet Autonomous Region, Wu Yingjie, Former Party Committee Secretary of the so-called “Xinjiang Uyghur Autonomous Region” Public Security Bureau, Huo Liujun, Vice Chairman of the “Tibet Autonomous Region” People’s Government and Party Committee Secretary of the Public Security Department, Zhang Hongbo, and Former Head of the Unity Work Department of the Communist Party of China, You Quan.
EFFECTIVE ASSET FREEZE
The Special Economic Measures (People’s Republic of China) Regulations impose a transaction ban (effectively an asset freeze) on listed individuals, prohibiting individuals in Canada and Canadians outside Canada from engaging in any activity related to any property of individuals on the list or providing financial or related services to them.
CALL TO END OPPRESSION
“We call on the Chinese government to end these systematic acts of oppression and to uphold its international human rights obligations,” Foreign Minister Melanie Joly said in a statement.
